Fee Schedule & Policy

NICS provides quality certification services at a reasonable cost. The following fees are calculated on a “fee for service” basis and are in four parts in order to be as economical and practical as possible: certification fees, inspection fees, user fees, additional service fees.

All fees except the additional service fees and the quarterly user fees are on an annual basis, and all fees must be current for certification services to be provided. Payment arrangements are available upon request and approval by NICS.

Certification Fees

Certification Fees for Producers

Please choose one of the following options

 Option 1

A producer may choose this option if the following applies:
    
1. Have been certified by a different certification agency within the past 12 months;
    
2. Are an updating producer with NICS, or
    
3. Are a new producer that hasn't been certified within the last 12 months.

-Producer user fees for Option 1 Certification Fees: are .5% (.005). This equals $5/$1000 of gross organic sales. When a producer reaches $300,000 of organic sales, the user fee drops to .1% (.001) for organic sales over $300,000. User fees are reported on a quarterly basis, unless the Transaction Certificate System is used.

A producer may choose this option if the following applies:
     1. Have been certified by a different certification agency within the past 12 months, or
     2. Are an updating producer with NICS.

This fee option is called a ‘sliding scale/flat rate' fee option. If you only have crops (no livestock), then find your organic sales from last year in the 1st and 2nd columns and go across to the 3rd column for your flat rate. If you also have livestock, add $100.00 to the cost of the Base Crop Fee pertaining to your organic sales.

The main reason to choose this fee option is to avoid quarterly user fee billings.  Call the office with questions.

Producers with gross income over $500,000

Producer pays $2,000 plus .1% (.001) on sales over $500,000 with a maximum certification fee of  $7,500.

***Maximum annual produer certification fee is $7,500.00 when choosing Option 2.

Certification Fees for
Processing/Handling Operations

NICS bases the certification fees for processor/handler operations based on the type of operation being requested for certification. Depending on the products produced and the services provided, fees could include more than one level of the fee schedule (shown below). If a processor/handler operation has not been certified organic within the 12 months prior to the date of application, then the first year certification fee is $600.00. If the processor/handler operation has been certified organic within the past 12 months (even if it was with a different certifier) of the date of application, then the certification fee would be based upon the chart below, with a minimum certification fee of $500.00. Each year following certification with NICS, the certification fee will be based on the most recent calendar year’s sales, with a minimum certification fee of $500.00. Please review the chart below for more details and note that inspection fees are not included in the cost of the certification.

*Inspections are done on a cost basis. The inspection fee deposit above will be applied to the actual cost of the inspection, and NICS will bill the balance due.

Certification and inspection fees must accompany the application. For update (renewal) applications, the date on the certificate is the anniversary date.

NICS will notify clients 90 days, 60 days and 30 days before the anniversary date that the update application and fees are due. A $50 late fee will be applied after the anniversary date, as applicable. All fees must be current for certification services to be provided..

User Fees

-Producer user fees: are 05% (.005). This equals $5/$1000 of gross organic sales. When a producer reaches $300,000 of organic sales, the user fee drops to .1% for organic sales over $300,000.


-Processor/handler user fees: are included in the processor/handler certification fee.
 

-On-farm processor/handler user fees: are .5% (.005) of gross organic sales for/from the farm, including all organic sales of any value-added (processed) organic goods. At $300,000 of sales, the user fee drops to .1% (.001).
 

-Retailer/restaurant user fees: are included in the retailer/restaurant certification fee.
 

-Distributor/broker/trader user fees: are based on whether you take title of the organic product(s), see following charts.
